A FOUR-STATE FEDERAL REPUBLIC is the only way to pull Iraq back from the death spiral it currently is in – a spiral that has us in its grip as well. The current “troop surge” will not change this basic equation in the long run. The forces of theocratic division violence have started the process of slow-motion disintegration. The dysfunctional central government remains powerless and indifferent to prevent it.
Our only hope is to manage it!

now, more than ever, that our basic concept remains the best option if the Iraq civil
war is to be extinguished.
