Turkey is vital to our war effort in Iraq. It is a major Iraqi oil destination and exporter, and almost
70 percent of our air cargo into Iraq goes through Turkey. If Turkey decides to flex its muscles, after running out of patience with us, they could seriously cripple our supply lines into Iraq. And they could ignite a war with the Kurdish State!

The only sensible and sane solution is for Iraq to move forward with the establishment of the Federal Republic of Iraq – to once and for all give these three forces of theocratic division the separation and autonomy they need, if reconciliation and peace is ever to be achieved. Plus, the absolute acceptance of all Iraqi’s in the Central Baghdad State – and the Capitol City of Baghdad (like Washington D.C.).

We must convince the Maliki government to convene a Constitutional Convention so a federal republic, as defined by the CRC, can be agreed upon, codified into law, then implemented with the urgency the situation demands.

We envision the borders of the autonomous states falling along already existing Provincial borders, with the final demarcations being decided by elected delegations from the three groups, as well as representatives from Baghdad Province.

During the transition period, our military could begin the ‘Process of Conversion’ – moving from being an offensive military occupation force to being a security force that insures the peace between the warring sectarian factions, while the millions of dislocated refugees find their way back into the country and to permanent new homes within the autonomous states (see “The Invisible Refugee Crisis” article). Our forces could also concentrate on border security during this tense and difficult period of transition and population relocation.

By transforming from an ‘occupying army’ to a ‘security curtain’ while Iraq made the transition to a federal republic, we could dispel much of the anger in the region that is now focused against us.

HOW WOULD THE FEDERAL NON-SECTARIAN STATES BE DETERMINED?

In terms of the forces of theocratic division and population concentrations, the general frame-work for a new map of Iraq is already in existence.

Currently and historically, the Sunnis have been mainly concentrated in the geographically large Desert Province, in the center west of the country, with majority populations in some of the surrounding mixed-population Provinces, like Salahad Din and Ninawa. The Shia populations have historically been concentrated in the south, which includes Al Basrah, Karbala, Babil, among others. The Kurds have majority populations in the northern Provinces of Dahuk, As Sulaymaniyah and Arbil.

So we already have an HISTORIC FRAMEWORK from which to move forward.

Defining the final boundaries for these four states will require delicate and complicated diplomacy, but it can be done. Such diplomacy must include tribal and religious leaders as well as the elected officials of the regional provinces.
