ARMED FORCES AND SECURITY SERVICES

One of the most complicated and dangerous problems now in Iraq concerns the military and security services, now scattered and fragmented in their multiple levels of competence, loyalty, honesty, and professionalism. It remains a tangled mess. We have spent the past four years training and equipping Iraqi police and military units to very mixed and frustrating results.

Tribal, religious, and political loyalties usually win out over a sense of country – a sense of duty to all citizens. For this reason, many security units have been associated with sectarian violence.

We advocate rebuilding the security forces within the Four States based on existing security jurisdictions within the 18 Provinces. Loyalties would become more localized for police and security forces. In this sense, historical and complicated tribal and clan affiliations would become helpful instead of harmful to unit loyalty.

The military services would be the responsibility of the central government, as it is in all republics.

IN CONCLUSION: Implement Plan V

We understand that a radical shift in our Iraq policy would not be an easy accomplishment, but a change we must have! We are getting closer and closer to the point of no return, when the failures of the Iraqi government are beyond help, beyond salvation.

When we reach that point, the forces of theocratic division could very well take charge, and that scenario could make the current levels of violence and anarchy seem tame in comparison. At that point, our failure will be complete.

We are offering our Four-State Solution, THE FEDERAL REPUBLIC OF IRAQ, as the best hope for peace and prosperity for this troubled land – a way forward. The people of Iraq must be allowed to pull back from one another in semiautonomous nonsectarian states if they are to have any hope of living together as citizens of one country.

Federalism is already enshrined in the Iraqi Constitution. The only thing standing in the way is the theocratic Maliki government and the squabbling foot-dragging members of Parliament.

The current feud between Prime Minister Maliki (Shiite) and Vice President Tariq al-Hashimi (Sunni) –– must be settled by you, Mr. President.

You have all the “cards” –– the Money, the Troops, the Green Zone, the Bases, the Aircraft, and the Ground Equipment. BUT, you are not playing these “cards!”

You must show our strength and require that the Iraqi people receive a Secular Government! Iraq must not continue to be an ugly Theocratic “Hell” filled with hatred, vengeance, and death!
