But unfortunately our own country, the U.S.A., is a black mark on the escutcheon of America and shows how deeply our politicians have stooped down and bowed their heads to Israel!

When he was buried in May, Majd al-Kurdy was nearly unrecognizable. His face was severely disfigured. He had cuts to the chest, long vertical slashes on the thighs, and what looked like gunshot wounds on the back of his legs.

Majd was buried with his brother So’dat, who also showed signs of mutilation. They were Syrians, two of nine young men seized by the Syrian army during an attack in Tell Kalakh.

During the raid, scores of men were arbitrarily arrested and tortured, including people already wounded. Security forces shot people as they fled to Lebanon.

Majd’s body was returned to his family in a nylon sack. They identified him by the tattoo of his girlfriend on his upper arm.

It’s a detail I cannot shake.

To all of you gathered together to bring about a New FREE REPUBLIC OF PALESTINE – for your convenience and help – we are providing this draft of a rather complete statement of all of the many vital elements that such an important document must include.

We are using the device of providing what we feel are “10 CRITICAL ACTIONS” that must be accomplished and “10 NEW COMMANDMENTS” that must be followed to make this effort a success.

You are to be commended most highly for participating in such a vital and noble effort.

Hopefully you will find this draft helpful as you proceed with this critical challenge.

Finally FREEDOM from Israel for PALESTINE

CRITICAL SECURITY ROLES FOR U.S. AND U.N.: To ensure maximum legitimacy and credibility, the United States in consultation with both Israel and the Palestinian parties, and in coordination with both the United Nations and the League of Arab States, should set a date to convene a historic International Peace Conference at U.N. Headquarters by the end of this year. The venue itself is symbolic, for in a sense, this conflict was born at the United Nations in 1947 when that organization itself was born. Moreover, the very symbolism of the United States fully cooperating with the United Nations is precisely the major signal all parties need to be assured this time that what is decided will be widely supported and fully respected by the community of nations.

TERRITORIAL SETTLEMENT: The basic parameters of the agreement that should result from the International Conference and be incorporated in the new international treaty have been the subject of numerous United Nations resolutions over many years. A sovereign Palestinian Country should be established in the areas of the West Bank and Gaza Strip, with a highway and transportation infrastructure for guaranteed free passage between the two areas, with the West Bank and a new Palestine seaport to be built in Gaza. Many details will, of course, have to be worked out by the parties themselves. The main reason this has not happened in the past is that the parties have never before actually agreed, and have never before felt it was in their individual and mutual interests to so agree, to these basic parameters of settlement which they have long talked around but never truly committed themselves to.

10 Critical Actions

ISRAELI STATEMENT: Before the convening of this Conference, the Israelis should announce a complete freeze on all settlements everywhere in the occupied territories; and should further announce that they now seek a comprehensive peace treaty which will include establishment of a Palestinian Country in accord with all past U.N. resolutions and in turn, culminate in full diplomatic and economic relations with all the Arab States in the region.

PALESTINIAN STATEMENT and ARAB LEAGUE STATEMENT: The Palestinian authorities should in turn publicly announce that they now accept in principle a two-state agreement for peaceful coexistence between the Country of Israel and the new Country of Palestine pending ratification by the Palestine Legislative Council and a plebescite of the entire Palestinian people. The Palestinian declaration should further indicate agreement in principle to mutual boundary adjustments to compensate for limited amounts of territories on which major Israeli cities and settlements have been built across the 1967 ‘green line’. All other Israeli settlements in the areas of the West Bank or Gaza will be made subject to Palestinian sovereignty or dismantled.

SYRIAN STATEMENT and ARAB LEAGUE STATEMENT: The Syrian Government should in turn announce before the convening of the Conference that they also are now prepared for a comprehensive peace treaty with Israel pending creation of the Palestinian Country and return in full, the area known as the Golan Heights to Syrian sovereignty, under mutually agreed demilitarization.

10 Critical Actions

FUND FOR PALESTINE: To address the core Palestinian refugee issue the United States should then take the initiative to announce before the opening of the Conference that upon successful completion of a historic peace treaty at the Conference, the U.S. will immediately contribute $30 Billion, one-third of the total to a special U.N. fund to be used to compensate, repatriate, and resettle Palestinian refugees. Upon taking this step the U.S. should then urge other member States in Europe and the Middle East, to follow the American example and make sizeable contributions to this special fund according to their financial abilities. And Israel (through their agency AIPAC) $3 Billion.

HISTORIC INTERNATIONAL PEACE TREATY: The historic International Peace Treaty should be initiated at the culmination of the International Conference at the United Nations. As part of the historic agreement, the United Nations Security Council should then agree to station a special Peace Keeping Force in the region for a period of one year, subject to Security Council oversight and with a Commander reporting directly to the Secretary-General of the United Nations.

CRITICAL ROLE FOR SECURITY COUNCIL: To symbolize the special importance of this historic agreement, the Security Council should for the first time hold a special session in Jerusalem with attendance of the Heads of State of all countries in the region, members of the Security Council, and others who wish to attend as observers. In addition, because of the special importance of this agreement, the League of Arab States should attend and when doing so, formally open diplomatic offices in both Palestinian East Jerusalem and Israeli West Jerusalem. At this special session of the Security Council in Jerusalem, the historic Middle East Peace Treaty should be formally signed.

FORMAL ISRAELI AND PALESTINIAN RATIFICATION: To further symbolize and formally ratify the new treaty, both the Palestinians and the Israelis should hold special sessions of their Parliaments to formally endorse the treaty. And treaty ratification should then be followed within 30 days by a special vote of all Citizens of Israel and all Citizens of Palestine to seal the treaty with popular acceptance. For the Palestinians, all those living in the occupied territories of the West Bank and Gaza as well as those living in refugee camps in the region and throughout the diaspora worldwide should be voters.

FORMAL ENDORSEMENT BY THE GENERAL ASSEMBLY AND THE INTERNATIONAL COMMUNITY: Following Parliamentary and Citizen ratification by both Israelis and Palestinians, as a final step, the United Nations General Assembly, where the original resolution to create both Jewish and Arab States in the Holy Land took place in 1947, should convene in Special Session to welcome and endorse the fulfillment of the original intentions of the international community albeit more than sixty years later.

COUNTRY OF PALESTINE: The Republic of Palestine must be recognized in the areas already firmly recognized by many U.N. resolutions and International Law.

This includes the territories of the West Bank, East Jerusalem, the Gaza Strip, and the VITAL Transportation Link (shown here).

Mutually agreed territorial exchanges from the 1967 “Green Line” can take place between Israel and Palestine allowing a number of major Israeli settlement areas to formally become part of Israel.

In compensation, Israel will agree to a special PALESTINE TRANSPORT LINK (as illustrated on this map with the North and South areas designated as U.N. Freedom Zones) between the West Bank and Gaza. In the Palestine Corridor, road and rail transportation between the West Bank and Gaza will be totally unhindered and Palestinian sovereignty will prevail.

Furthermore, without any interference from Israel, a major Palestinian seaport should be built in Gaza and a Palestinian international airport should be built in the West Bank.

The 10 NEW Commandments

PALESTINIAN REFUGEES: A major international PALESTINIAN COMPENSATION FUND will be established and administered by the United Nations with generous contributions from the richest nations in the world including the five permanent U.N. Security Council members as well as the EU, Saudi Arabia, Kuwait, UAE, Iran, and others. As acknowledgement of their rights and so many years of dispossession and suffering, most Palestinian refugees should be resettled and compensated by agreement with them. Those who prefer should be helped to return to the new Palestinian Country with initial housing and employment assistance. All who wish should be given a Palestinian Country passport acknowledging them to be Citizens of Palestine

JERUSALEM –– CAPITAL CITY: The area known as East Jerusalem should be the capital of the Palestinian Republic. The city should have completely open travel and no barriers or restrictions within the city. The area known as the ‘Old City of Jerusalem’ should be protected by a new international treaty in view of the special historic and religious importance of this unique area. Furthermore, acknowledging the unique and special nature of the City of Jerusalem, a special international agreement endorsed by the Security Council will detail how the two sections of the city are to be administered
and how the two police forces will cooperate to insure security for all. For an initial five-year period of time, a special United Nations police force may be created by agreement with both Israel and Palestine as the new arrangements for the unique city of Jerusalem are put into place.

HISTORIC PLEBISCITES: The Agreement estab-lishing the Palestinian Country and formal peace with Israel, once approved by the Parliaments of both Israel and the new Republic of Palestine, (including the West Bank and Gaza), should be submitted to a vote by both the citizens of Israel and of both countries overseen by the United Nations and with international observers designated by the Security Council. Because of the special situation of the Palestinian people – all Palestinians in the occupied territories, in the Old City and East Jerusalem, as well as those living in refugee camps throughout the region will be allowed to vote in this special Plebiscite.

NORMAL PEACEFUL RELATIONS: Once the formal vote of ratification has taken place by both the citizens of Israel and the Palestinian People, Israel and Palestine will immediately sign a formal peace treaty ending the historic conflict, exchange Ambassadors, and implement steps toward creating an economic common market between the two Countries that will be expanded to include neighboring countries in four years.

COMPREHENSIVE ARAB-ISRAELI PEACE: Immediately upon ratification of this Israeli- Palestinian peace accord, the Arab League as an institution will establish formal diplomatic relations with Israel and within one month of so doing the individual Arab States that comprise the Arab League will each establish formal diplomatic relations with Israel including the exchange Ambassadors and the complete ending of all boycotts as well as travel and trade restrictions applicable only to Israel.

AN END TO ‘THE WALL’: The fences and wall Israel has built in recent years and that have been declared illegal by the International Court of Justice will be scheduled for removal. Immediately upon the signing of formal Israel-Palestine peace, dismantling of these fences and walls will be completed within one year. The Arab League and the individual Arab States will further agree that during this year-long period they will fully implement normal State-to-State relations with Israel including normal tourism and trade relations.

TRUE AND HISTORIC RECONCILIATION: A joint Israeli-Palestinian Commission of Reconciliation will be established on the model of the Commission headed by Archbishop Desmond Tutu in South Africa in 1994 and for similar purposes. This Commission will be charged with resolving all extra-legal and essential historical disputes between the Israeli Country and the Palestinian Country.

U.S. AND INTERNATIONAL GUARANTEES FOR ISRAELI AND PALESTINIAN SECURITY: The United States will enter into a formal special treaty relationship with Israel designed to full guarantee the new internationally recognized and defined formal borders of the State of Israel as agreed upon in the Israeli-Palestinian Peace Treaty. This treaty, upon formal ratification by the U.S. Congress, will then be subsequently endorsed in a new and binding United Nations Security Council Resolution.

REGIONAL SECURITY AND PROSPERITY: In recognition of the above, all States in the region will agree to attend a special Middle East Conference on Weapons of Mass Destruction to be held one month after the formal signing of peace between Israel and Palestine. At this conference, all States in the region will be expected to pledge that within five years, all nuclear, chemical and biological weapons of mass destruction will be eliminated from the region. A special International Commission under the authority of the Security Council will be established in conjunction with the IAEA to fully monitor and enforce this agreement. Any state found to be in violation of the agreement would be subject to serious punitive economic and other sanctions.

Achieving real peace between Israel and Palestine, and between Israel and the Arab and Muslim states of the region, is not just a dream, not just a fantasy. It is achievable. The alternative to doing so is simply too dangerous to allow to happen. This is also the way to approach Iran and other States in the region demonstrating that with achievement of a just and lasting Arab-Israeli peace, the entire region should step back from preparations for war and become a model of peace and prosperity, much as is the case in the new Europe which not that long ago was prostrate from disastrous wars and destruction. In the aftermath of this historic Peace Treaty we envision one further critical step that should follow –– a Comprehensive Middle East Peace Treaty banning weapons of mass destruction from the region, providing a time table and compliance mechanism to ensure all parties live up to their commitments. This further major goal will take time to negotiate and maybe years to fully implement. But in the wake of this historic and comprehensive Peace Agreement that we envision, we believe it will be possible to free the Middle East from the arms race now threatening regional devastation. That is a goal for our entire world –– most especially the people who lived in the historic “Holy Land” and gave birth to Judaism, Christianity and Islam.
